Project cancellations on the rise in contracting, while residential building flourishes

A recent survey by the Association of General Contractors found growing pessimism among contractors amid rising project cancellations.

In terms of business volume returning to a normal level relative to a year ago, 38% of respondents said they expect it will take more than six months.

In June that number was 30%.

An AGC spokesperson said the likely reason for the gloomier view is that 60% of respondents report a scheduled project has been postponed or canceled, up from 32% in June.

As the COVID-19 pandemic and its accompanying recession drag on, companies both expect to lay off staff and then hire them back.

In the 2019 Workforce Survey, 72% of firms expected to add employees.

Despite unemployment running as high as 16% in 2020, 52% of respondents reported difficulty filling some or all hourly craft positions. Salaried positions were also proving hard to fill, with 28% of firms complaining.

Forty-one percent of firms report a decrease in headcount over the past 12 months, 27% an increase, and 46% no change.

While construction employment increased in August by 16,000, gains were limited to residential and select nonresidential categories. There was a net decrease of 11,000 in nonresidential construction employment, including nonresidential building, specialty trades, and heavy and civil engineering construction.

Between July 2019 and July 2020, New York City lost the most construction jobs (-26,500, -16%), while Baltimore-Columbia-Towson, Md. added the most construction jobs over the year (4,800, 6%). Walla Walla, Washington, had the largest percentage gain (25%, 300).

2021 Design & Construction Week Moves to Virtual Event

After evaluating multiple safety and travel concerns related to the ongoing coronavirus pandemic, the National Association of Home Builders (NAHB) and National Kitchen & Bath Association (NKBA) recently announced its intention to move the 8th annual Design & Construction Week, which features the International Builders’ Show (IBS) and Kitchen & Bath Industry Show (KBIS) to a robust, all-virtual event platform.

While Design & Construction Week was originally scheduled to take place on Feb. 9-11, 2021 at the Orange County Convention Center in Orlando, Fla., the new all-virtual DCW 2021 will still take place the week of Feb. 8 with extended programming.

“Out of an abundance of caution and concern for the safety of our exhibitors, attendees and the thousands of onsite workers who support the premier event of the residential construction industry, we feel the only prudent course is to make this year’s show a virtual event,” says NAHB chairman Chuck Fowke, a custom home builder from Tampa, Fla.

“We have plenty of great virtual educational programs, innovative products, services and workshops on tap, and we are very excited about the 2021 show. It’s an opportunity to set a precedent for the industry by producing a dynamic virtual trade show, and we look forward to a very successful Design & Construction Week.”

Maryland takes over hundreds of Purple Line contracts to continue construction

It is PLTP’s construction contractor, a joint venture led by Texas-based Fluor, that quit over the cost overruns. Maryland officials said they are continuing to negotiate with PLTP over whether the project’s larger $5.6 billion partnership can be saved.

Maryland Transportation Secretary Gregory Slater said the state “officially took over the day-to-day management” of the 16-mile light-rail project through Montgomery and Prince George’s counties Sept. 28. Matthew Pollack, the state’s Purple Line project director, met with subcontractors Sept. 30 “to outline the next steps,” said Erin Henson, spokeswoman for the Maryland Department of Transportation.

Henson said it then took time to figure out what work could continue. Most new construction stopped in mid-September, after a Baltimore judge ruled that the contractor had a legal right to quit.

The contracts that the state has assumed include the manufacturing of the light-rail vehicles, the eventual operations and maintenance of the rail line, and 233 design and construction contracts and other agreements.

Under state management, work will continue on erosion and sediment control, relocating overhead electrical wires and underground utilities, and some final design work, Henson said.

“While the state is committed to ongoing negotiations, we have to continue to deliver the Purple Line for the citizens of Maryland and protect the state’s interest, which includes ensuring construction continues,” Slater said in a statement.

Maryland transit officials have said they will decide in the next four to six months whether they will continue managing the project, seek a new construction contractor or procure another public-private partnership if the agreement with PLTP dissolves.
